The South Carolina Electronic Vehicle Registration (EVR) program requires all licensed dealers to issue traceable temporary license plates at the point of sale, issue vehicle registrations, and apply for vehicle titles electronically. For transactions included in the list of Dealer Transaction Exceptions only, Dealers and their representatives may go to any SCDMV branch to complete a dealer-related transaction. For the listed exceptions only, at every branch across the state, you may drop off packets of 15 dealer-related transactions to have completed by SCDMV employees. Dealer packets left for processing must include a completed Business/Dealer Transaction Drop-Off Form (SCDMV Form DLA-12) and either a check made out for the amount due, or a dealer transaction account listed on the SCDMV Form DLA-12. There is no limit to the number of packets that can be dropped off each day. Once the transactions are completed, dealers will be called to pick up the packets. The SCDMV aims for a less than five-business-day turnaround.
If you're completing a dealer transaction during your visit (excludes dealer packets left for processing) and paying with a debit or credit card, the card must be in the name of the person completing the transaction. It cannot be in the business's name.
Reminder: Issuing temporary license plates at the point of sale, vehicle registrations, and applying for vehicle titles must be submitted electronically through your EVR service provider.
